You can play online poker if you are in California, they have legalize online gambling so you don't have to worry your payment and withdrawing transactions.
I can imagine any eastern european country that allows it would be good as the cost of living is WAY more reasonable that the rest of the EU. But yeah, as for moving to the UK to play..
Personally, I think any country is fine, as long as you can get your deposits into your vendor of choice. At a legal level, the authorities aren't after Poker players; they are after operators and credit institutions. I may be wrong here, but I don't think that there are any countires that are prosecuting poker players.
Any country will do as long as online poker and other online casino games are allowed in a certain country. Some countries especially some parts in the US are very restricted to allowing online gambling in the country, though its been how many years since the online gambling bill is being debated in the US and still nothing happens.
For playing online poker you need not to worry about the country in which you are playing. Do check out whether it is legal to play online poker in your country or not. If it is legal then you can play. For online poker games the concern is mostly on the website you are choosing to play from. So choose the good site for playing online poker and you can see good players over that site.
